Different types of product identification numbers are used
depending on the level of packaging.
The unique product identification number on all products
should be controlled by the brand owner:
- for branded products - by the manufacturer.
- for private label product - by the brand owner.

The following are the EFR Committee’s recommendations for
product identification numbers used at different levels of packaging.
The EFR committee recommends the use and application of
the Universal Product Code (U.P.C) on individual items inside a case or inner
pack
The U.P.C. has the following advantages:
- It allows the suppliers to provide a scannable
item for both the retail and foodservice sectors.
- Cases may be broken down at cash-and-carry
stores for retail scanning.
- Items can be scanned at distributors locations
for inventory management.
- Operators require a U.P.C. for product tracking
and re-ordering.
The EFR Committee recommends the use and application of
a U.P.C. on inner packs. However, the U.P.C. on inner packs must be different
from the U.P.C. on the item.
The EFR committee recommends the use and application of
an SCC-14 on cases, pails, bags, etc. if sold exclusively to foodservice.
If the case, pail, or bag is not split down to the item
or inner pack and it is the level of packaging sold at retail, distributor cash-and-carry,
and/or club stores, then the committee recommends the use and application of
a U.P.C. on the case, pail or bag.
The reason for this is that scanners at the distribution
facility can scan both the SCC-14 and U.P.C. but scanners at retail outlets
can scan only the U.P.C.
Special Conditions
Do not mark any level of packaging with both the U.P.C and
SCC-14 codes as this could cause problems if the wrong code is scanned.
For cases sold at cash-and-carry containing a U.P.C., the
item number on the case should be different from the item number on the U.P.C.
inside the case.
Pallet Level
The EFR Committee recommends the use and application of
the Serial Shipping Container Code (SSCC-18) in conjunction with the UCC/EAN
common label for pallet identification.
